Que : Discuss the challenges facing the Indian labour market and discuss the steps to improve employment generation and labour force participation.

January 5, 2026

The Indian labour market has been facing many challenges for decades. The main challenges include low employment opportunities, low labour force participation, shortage of skilled workers, etc. The problem has increased in this sector in the Covid-19 pandemic. The main challenges that need to be addressed are as follows.

  • Key challenges of the Indian labour market.

1. Low opportunities in the organised sector: Most of the workers in India are associated with the unorganised sector, hence they do not get social security, insurance, health benefits.

2. Low labour force participation: India is among the countries with the lowest labour force participation in the world. The labour force participation rate was recorded at 48.5% in the first quarter of 2023.

The main reasons for the low labor force participation rate are social and cultural factors. These include caste system, neglect of women, shortage of skilled workers, etc.

3. Skill mismatch: In India, workers are not prepared as per the market demand, hence there is a mismatch between the labor force and the market. This situation is created due to the lack of skilled education in India.

4. Defective regulatory framework: Due to opaque regulatory framework and unpredictable tax policy, business and industry in India are hampered, which harms employment creation.

5. Narrow scope of technology: India still has old technology-based business and industry, which hinders development. Due to the narrow scope of technology, modern technology is not readily adopted, thus preventing job creation in new sectors.

  • Steps to improve employment generation and labor force participation:-
  • Skill Development: Skill-based education, skill development programs are needed in India to create a match between the market and the workers.
  •  Promotion of the Organized Sector: The government should formulate a policy to promote employment generation in the organized sector. It can be promoted through tax exemptions and other incentives in the organized sector.
  • Structural Reforms: A sound regulatory framework should be created for greater ease of trade and industry, in which employment generation opportunities can be increased in a transparent and time-bound manner.
  • Technology Expansion: The government should expand the digital infrastructure so that new employment opportunities can be created in new areas such as AI (Artificial Intelligence), Robotics, Information and Technology (IT).
  •  Increasing the labor force participation rate: This rate should be increased on the basis of women empowerment, training programs, and skilled education.
  • Promoting Entrepreneurship: At present, when the platform-based economy is developing, an environment that promotes entrepreneurship is essential to make the youth ‘job givers, not job seekers’. It is necessary to formulate policies accordingly.

India is the country with the largest youth population in the world, so it can create many new employment opportunities through proper training and skills. By taking the above steps, the goal of a five trillion economy can be achieved by increasing the labor force participation rate in the economy.
