QUE : Discuss the relevance of the recently announced “One Nation One Fertilizer” scheme by the government.

April 5, 2026

India is an agricultural nation, hence it is important to ensure availability of fertilizers for productive farming practices and food production. In this regard, “Pradhan Mantri Bharatiya JanUrvarak Pariyojana” or “One Nation One Fertilizer” was introduced

  • Under this scheme, it will be mandatory to use a single brand logo for fertilizers of all manufacturers participating in the Central Fertilizer Subsidy Scheme.
  •  Under this, all types of fertilizers including Diammonium Phosphate (DAP), Nitrogen-Phosphorus Potassium (NPK) and Urea will be sold under the brand name “Bharat”.
  •  This scheme will be applicable to both public and private sector companies.
  •  The government has introduced the “Bharat” brand for all subsidized fertilizers. Because it provides subsidy on about 26 fertilizers and fixes MRP. (Government of India)
  • The government provides an amount of about 2,00,000 crores in subsidy.
  • The government also decides the price at which the companies can sell the subsidy and where.
  •  Benefits to farmers:
  • The main rationale behind bringing this scheme is that fertilizers of a particular category must meet the nutrient specifications of the Fertilizer Control Order (FCO). Here there is no difference in production between different brands for each type of fertilizer. For example, DAP should have the same content of nutrients, irrespective of the company.
  •  Thus, it will help farmers to remove their confusion regarding brand specific choices, as all DAP fertilizer brands must contain 18% nitrogen and 46% phosphorus.
  •  Farmers do not get trapped in aggressive marketing strategies and can trust a single brand.
  • Often such brand companies delay in delivering fertilizer to farmers, which can now be avoided.
  •  One Nation One Fertilizer scheme will prevent criss-cross movement of fertilizers and will also reduce high freight subsidies.
  •  With the help of a single brand, there will be uniformity in the price of fertilizers of different companies, thus reducing the input cost of farmers.
  •  Such a scheme will be helpful in doubling the income of farmers and improving their quality of life.
  •  Due to single branding, the amount of urea used in non-agricultural uses will decrease, and indirectly the cost to the government exchequer will decrease.
  •  Challenges of “One Nation, One Fertilizer”
  •  Marketing and brand promotion activities will be discouraged.
  •  Pressure on marketing and supply chain jobs.
  •  The fertilizer industry will suffer in a healthy competitive environment.
  •  The entire blame for fertilizer chains not meeting the required standards may fall on the government.
  •  Thus, such a scheme can improve the quality of life of the farmer by bringing uniformity in the agricultural system and at the same time reduce the misuse of urea.
  •  Implementation Challenges:
  •  A code of ethics depends on effective provisions and proper implementation. The mere existence of a code of ethics does not guarantee ethical behavior.
  •  Organizations should actively promote ethical values, provide training and guidance, and establish mechanisms for reporting and addressing ethical violations.

Failure to do so will make the code of ethics a mere symbolic document. A code of ethics aligns actions with organizational values and encourages ethical decision-making. However, its effectiveness depends on proper implementation in the organizational culture. Supported by strong communication, training, and accountability mechanisms, a code of ethics plays a vital role in ethically shaping the organizational work culture.
