QUE.  How can the role of Non-Governmental Organizations (NGOs) in India be strengthened for development activities related to environmental protection? Discuss the major challenges.

July 15, 2026

Ans.

Environmental degradation is one of the most serious problems of the 21st century. There is an urgent need to make appropriate efforts to address it. However, the first requirement for environmental protection is that people become aware of its adverse impacts and make individual as well as collective efforts for its conservation.

  • In this context, the role of Non-Governmental Organizations (NGOs) becomes significant. Their reach extends to urban as well as rural areas, including remote regions. NGOs emphasize the participation of local people. The following measures can be taken to strengthen their role:
  • Efforts made by NGOs for Environmental Protection
  • NGOs working in the field of environment can be included while framing environmental laws and policies related to development projects. They can also be made partners in several environmental projects, such as plantation of trees along highways, their maintenance, and protection.
  • NGOs undertake activities such as public awareness campaigns, tree plantation drives, ecological sustainable waste management practices, promotion of vermiculture (earthworm composting), and organic manure.
  • The regulatory framework related to environmental NGOs should be improved. Reforms in the FCRA can prove helpful in this regard.
  • NGOs should be brought under the ambit of the Right to Information (RTI) Act so that transparency in environment-related activities can be ensured.
  • Many NGOs lack adequately trained environmental professionals. Therefore, they should be provided with proper knowledge regarding environmental and developmental issues as well as adequate awareness of the relevant laws for effective implementation.
  • Many NGOs receive foreign funding, which sometimes complicates environmental and development issues. The government should create arrangements for local funding for such NGOs.
  • The lack of clarity between environmental protection and development activities often creates conflict between NGOs and development projects. Greater research in this area can help bridge the gap between the two.
  • Despite the above policy and non-policy measures, some issues still remain associated with environmental NGOs.
  • Challenges Faced by NGOs in Environmental Protection
  • NGOs often face a shortage of funds required for their activities. Even where funds are available, there may be a lack of transparency and accountability in spending them according to expectations.
  • There is a lack of an effective mechanism for resolving disputes between the government and NGOs during the formulation of environmental laws.
  • Some NGOs encourage anti-development activities and movements, which also remains a major challenge.
  • Issues such as the future of environmental conservation, sustainable development, and zero population growth remain matters of concern for NGOs working in the field of environmental protection.

NGOs can play a significant role in environmental conservation. However, this requires an effective institutional framework and skilled human resources. If proper monitoring of the activities of these NGOs is ensured and better coordination is established between the government and NGOs, the vision of sustainable development in the country can be successfully achieved.
