Introduction

Data, digital infrastructure, semiconductors, artificial intelligence, cloud computing and cybersecurity have become important sources of strategic power. A country may be politically independent and economically strong, yet excessive dependence on foreign technology can create new vulnerabilities. This gives rise to the idea of digital sovereignty—the ability of a nation to control and protect its critical digital infrastructure, data and technological capabilities while remaining connected to the global digital economy. For India, the question is particularly important because digitalisation has become central to governance, finance, communication and economic growth. Thus, technological self-reliance is increasingly necessary for national autonomy, but it should not be confused with technological isolation.
Understanding Digital Sovereignty
Digital sovereignty means a country’s ability to make independent decisions regarding its data, digital infrastructure, technology standards and cybersecurity. It involves knowing where critical data is stored, who controls important digital systems and whether the country can continue essential services during international disruptions. It does not necessarily mean producing every technology domestically. Rather, it means having sufficient strategic capability, alternatives and bargaining power so that dependence on another country does not become a threat to national interests.
Why Technological Self-Reliance Matters
Modern economies depend on technologies such as semiconductors, telecommunications networks, cloud platforms, operating systems and digital payment infrastructure. If a country becomes excessively dependent on external suppliers for critical systems, geopolitical tensions or supply-chain disruptions can affect its economy and security.
The COVID-19 pandemic and subsequent geopolitical conflicts demonstrated the vulnerability of global supply chains. Semiconductor shortages, for example, affected automobiles, electronics and several strategic industries.
Therefore, technological capacity has become an element of economic and national security.
Data as the New Strategic Resource
Data is increasingly described as a strategic asset because it supports AI, digital services, scientific research and economic decision-making.
If sensitive public, financial or personal data is controlled or processed entirely through external systems, questions arise regarding privacy, security and strategic autonomy.
India’s Digital Personal Data Protection framework represents an important step towards establishing rules for the responsible processing of personal data. However, data protection must be accompanied by strong cybersecurity, institutional capacity and responsible use of technology.
India’s Digital Strength
India has already developed important indigenous digital capabilities. Aadhaar, UPI, DigiLocker, CoWIN and other elements of Digital Public Infrastructure demonstrate India’s ability to build digital systems at population scale.
UPI in particular has shown how domestic innovation can create a globally relevant digital payment model. India’s experience demonstrates that technological self-reliance is possible when government, private industry and innovation ecosystems work together.
The Semiconductor Challenge
Semiconductors are at the heart of modern technology. They are required for smartphones, automobiles, defence systems, medical devices, AI systems and communication infrastructure.
India has historically depended significantly on imports for advanced semiconductor manufacturing. Recent efforts to develop domestic semiconductor manufacturing and design capabilities are therefore strategically important.
However, semiconductor self-reliance is extremely difficult because the global ecosystem involves specialised equipment, materials, intellectual property and highly skilled workers.
India should therefore aim for strategic capability and diversified supply chains, rather than attempting complete isolation from global semiconductor networks.
Artificial Intelligence and Technological Power
Artificial Intelligence may become one of the most important dimensions of digital sovereignty. Countries with access to advanced computing infrastructure, high-quality datasets, skilled researchers and AI models could gain significant economic and strategic advantages.
If India relies entirely on foreign AI models and computing infrastructure, it may face risks related to cost, access, data security and strategic dependence.
Therefore, India needs investment in AI research, domestic computing capacity, Indian-language datasets and responsible AI ecosystems.
Cybersecurity and National Security
Digital dependence creates cybersecurity vulnerabilities. Critical infrastructure such as power grids, banking networks, transport systems, telecommunications and government databases can become targets of cyberattacks.
A cyberattack on essential infrastructure can cause economic disruption without a conventional military conflict. Hence, cybersecurity must be treated as a component of national security and sovereignty.
India requires stronger cyber institutions, skilled professionals, secure digital infrastructure and effective public-private cooperation.
Why Complete Self-Reliance Is Neither Possible nor Desirable
However, digital sovereignty should not become technological protectionism. Modern technology is inherently global. No country independently produces every component of a smartphone, semiconductor, cloud system or AI ecosystem.
International cooperation provides access to innovation, investment, expertise and global markets. Excessive protectionism can increase costs and reduce competitiveness.
Therefore, India should pursue “strategic autonomy with global integration” rather than technological isolation.
The objective should be to ensure that India can make independent choices even while participating actively in global technology networks.
Digital Sovereignty and Democracy
Digital sovereignty also has a democratic dimension. Technology companies and governments increasingly possess the ability to influence what citizens see, access and believe.
Algorithms can influence public discourse, while deepfakes and misinformation can affect elections and social harmony.
Therefore, digital sovereignty must be balanced with privacy, freedom of expression, transparency and individual rights. A sovereign digital ecosystem should empower citizens rather than create excessive state or corporate control.
Way Forward
India should adopt a comprehensive strategy based on capability, diversification and cooperation. First, strategic sectors such as semiconductors, telecommunications, cybersecurity, AI and quantum technologies require sustained investment in research and development.
Second, India should strengthen domestic talent through education, skill development and industry-academia collaboration.
Third, critical digital infrastructure should have multiple and reliable suppliers to reduce dependence on any single country or company.
Fourth, data protection and cybersecurity institutions should be strengthened.
Fifth, India should promote open standards and interoperable digital systems wherever possible.
Finally, India should continue international cooperation because sovereignty in the digital age is strengthened by resilience, not isolation.
Conclusion
In the digital age, political independence without technological capability can create a new form of dependence. A nation that cannot protect its data, secure its digital infrastructure or maintain access to critical technologies may find its strategic choices constrained.
However, technological self-reliance does not mean producing everything within national borders. It means possessing sufficient knowledge, infrastructure, talent, innovation and strategic alternatives to make independent decisions.
For India, the path towards Viksit Bharat 2047 therefore requires a balance between Atmanirbharta and global cooperation. India must build strong domestic technological capabilities while remaining an active participant in the global digital economy.
True digital sovereignty does not mean building a wall around the digital world; it means building enough technological strength within the country so that engagement with the world remains a choice, not a compulsion.
