QUE : “Dedication to public service transforms ‘duty’ into ‘dharma’; it is the internal drive that sustains a civil servant when external incentives fail.”

September 23, 2026

In the context of civil services, explain the concept of Dedication to Public Service. How does it differ from mere ‘Diligence’ in the discharge of official duties?

ANSWER

1. Introduction

Dedication to public service is the unwavering commitment to serve the citizenry and uphold the Constitution, driven by intrinsic motivation rather than extrinsic rewards. As the Second ARC noted, it is the “soul of governance” that bridges the gap between policy intent and ground-level impact, especially when rules are silent or resources scarce.

2. Body

Dedication vs. Diligence

  • Source of Motivation: Diligence is procedural compliance—doing the assigned task correctly and on time (Rule 3, CCS Conduct Rules). Dedication is purpose-driven—pursuing the spirit of the law to maximize public welfare (e.g., an officer working beyond hours during a flood relief without orders).
  • Response to Adversity: Diligence falters when incentives (promotion, praise) are absent or risks are high. Dedication persists due to internal locus of control and alignment with Sarvodaya (welfare of all).
  • Scope of Action: Diligence focuses on output (files cleared, schemes implemented). Dedication focuses on outcome (last-mile delivery, grievance redressal of the marginalized).
  • Innovation: A diligent officer follows the manual; a dedicated officer innovates within the framework to solve systemic bottlenecks (e.g., ‘Operation Sulaimani’ for hunger-free Kozhikode).

3. Conclusion

While diligence ensures the machinery of the state runs, dedication ensures it runs for the people. Institutionalizing this virtue requires moving from rule-based compliance (CCS Rules) to value-based governance—embedding service orientation in Mid-Career Training Programs (MCTP) and recognizing ‘Seva’ through awards like the Prime Minister’s Awards for Excellence in Public Administration.
