1. Introduction

The National Commission for Scheduled Castes (NCSC) is a constitutional body established under Article 338 of the Constitution. It plays a pivotal role in safeguarding the interests of Scheduled Castes (SCs) against exploitation and ensuring their socio-economic justice.

2. Body

Constitutional Provisions (Art. 338 & 338A):

  • Composition: Consists of a Chairperson, Vice-Chairperson, and three other Members.
  • Appointment: Appointed by the President of India by warrant under his hand and seal.
  • Tenure & Conditions: Hold office for a term of 3 years (or until age 65/70 as specified by President). Conditions of service determined by the President.
  • Removal: The Chairperson/Members can be removed only by the President on the ground of proved misbehavior or incapacity, after an inquiry by the Supreme Court (similar to a Judge of the Supreme Court). They may also resign by writing to the President.

Role in Protection of Safeguards:
